This morning in Genoa, at the headquarters of the Regional Directorate of Liguria Revenue Agency, was presented the second edition of the handbook, "Shipping & Tax" prepared by the Inland Revenue, Couriers and Freight Carriers Association of Genoa (Spediporto) and the Chamber of Commerce of Genoa. The new guide for operators in the field of shipping and logistics has been updated based on the new EU rules on VAT and is intended to provide practical guidance for the proper implementation of the reformed VAT law and complex, to offer a reading of the new objective condition and local value added and help to combat the phenomenon of fraud that affects the intra-Community VAT regime.
Recalling that international trade makes use of logistics to enable the transfer of goods, raw materials and all kinds of goods in all parts of the world, Spediporto explained that the European Commission has estimated, for 2010, 500 billion € the GVA (Gross Value Added) of the European Union, of which 4.6% due to gas transport and logistics and the United States alone it is estimated that the value of goods handled in 2010 is equal to 12 trillion dollars. From these data, - noted the association of freight forwarders Genoa - shows the value of global transport and logistics which are related to the hundreds of thousands of operations, services and transactions handled mainly by logistics operators and that are subject to VAT.
Fits into this context the need to update and re-edit Shipping & Tax, tax reference manual for operators of shipping (freight forwarders, terminal operators, shipping agents and logistics) and for legal and tax professionals who work within the transport, logistics and operations of import and export.
Compared to the first edition of 2006, the new volume, starting from a general legal framework of the transport sector, declines the new rules recently introduced in the Italian VAT as a result of EU directives on (directives numbers 8, 9 and 117 2008) and in particular the objective condition and land associated with that tax.
In order to make it easier to read and interpret laws, this manual have been included in the summary tables which can be traced to a single transaction for the transport, handling and storage on the tax system.
"Our participation in this guide - said the Agency's regional director of the entrance, Franco Milks - shows the importance for us the reality of shipping. This is a guidance complex with a direct cut and concrete, reflecting the diversity of situations in which they are to act in the industry. To work there is need for clarity, and therefore our aim was to provide answers to the questions of the operators, without going on the slippery ground of interpretation. "
"For Spediporto - said the president of the association of freight forwarders, Oliaro Roberta - the creation of this manual will be a concrete contribution in support of qualified international logistics operators are called upon daily by their customers to offer solutions and advice on transport also in the field of taxes. In line with the educational objectives of the Association which I represent, the hope is to have created a tool that will help to further increase the responsibilities of operators of forwarding agents and their professionalism. "
"Since its inception in 2006 - said the president of the Chamber of Commerce of Genoa, Paolo Odone - the operational scenario, which is opposite to shippers has certainly not been simplified: agents, real architects of transport, have to confront with an increasingly complex set of rules and regulatory constraints, even and especially in the areas of taxation. Here is a useful initiative and practical for operators, whose credit goes to the president of Spediporto, which is having success with the role and jurisdiction of the Summit Chamber Look for the maritime-port logistics.
