OLT - Offshore LNG Toscana, a company that carries out the project for the construction of a floating LNG terminal off the coast of Tuscany, has announced that it has submitted to the Regional Technical Committee (CTR) of the additions to the Fire Department Report Ultimate Security required by the CTR, which made even those of its scientific committee of international experts established by the Region of Tuscany. The company stressed that the answers contained in supplements and in detail is fully respond to requests for clarification of the scientific committee of international experts as required directly from the CTR.
The floating LNG terminal OLT is achieved by modifying a tanker from which the gas will be transferred to ground through a pipeline managed by Snam Rete Gas of about 36 km, of which about 29 km at sea and the remainder on land.The pipeline will be completely buried to a minimum depth of two meters.
Among the requests for clarification made by the CTR - specified OLT - include those relating to the possible scenarios related to a terrorist attack on the terminal and the security measures required during the use of loading arms used during stunned, or during transfer of LNG to the terminal. In addition, further clarifications were provided on the behavior of the anchoring systems of the terminal when you reach the extreme weather conditions and technical specifications and operating procedures of the ship keeper, who will attend 24 hours of the terminal 24, and tugs at the service of terminal.
As required - the company has added - complete explanation was provided on the operational measures taken to avoid the "Roll Over", ie the phenomenon by which large amounts of vapor can be generated during storage of LNG. This phenomenon - OLT explained - may be caused by the introduction of LNG in the tanks at a density much different than that characterizing the LNG already stored.This phenomenon - has highlighted the company - is now widely studied and therefore predictable and controllable so 'as in any LNG terminal in the world, are in fact under control of density, temperature and level, providing an alarm when they detect possible that if conditions could lead to protracted manifestation of the phenomenon, thus ensuring the necessary preventive measures.
OLT also explained which were analyzed in detail the consequences that a hypothetical event incidental to the terminal could have on the LNG ship alongside and specifically described the security procedures during the period when the terminal will be placed in service. Further information - said the company - confirm the high level of security OLT terminal that is designed and manufactured in full compliance with relevant regulations by adopting the best available industrial techniques.
OLT explained that waits for an assessment by the CTR of clarifications provided, which, once received a favorable opinion, the terminal can thus be considered authorized to operate.
OLT also stated that, confirming his desire to pursue a clear comparison with the territory, not just the CTR will have completed its assessment the company will make available to illustrate the main points of the Final Safety Report.
