The AdSP of the Sea of Sardinia to Tolone for the telematizzazione of the Sardinian ports



To conform, thanks to the telematizzazione, the procedures with the ports of the continent in order to return more fluid the traffics of the passengers and the goods that arrives and leaves from the ports of the Sardinia. One of the primary objectives of the participation of the Authority of Harbour System of the Sea of Sardinia to the European projects Nectemus, Circumvectio and GEECCTT-Îles of the program Interreg Italy Francia Marittimo 2014-2020 is this.

The Sardinian harbour agency participates in these days to Tolone to the encounters dedicated to the three projects. Relatively to first, in the French resort staff for the European Programming of the AdSP of the Sea of Sardinia, in collaboration with the Sardinia Region - Councillorship of the Transports, has introduced a methodological proposal in order to realize an informative, common card in short to all the ports of the cooperation area (all those connected to the ports of the Sardinia and the Corsica), through which the passenger will be able to know, following a common standard, all the relative information to the services to earth, in particular the modalities of connection and transport between port and final destination with the aid of the modern technologies (websites, applications for smartphone etc).

The informatizzazione will regard also the operations in dock, through the innovative processes that will be set up in according to project, Circumvetio, for which the AdSP has written up an appropriate study, entitled "the Telematizzazione of the Ports", in which it is analyzed to the national and European norm of field and state of the art (as-is) and that which will be the evolution (to-be) of the process of telematizzazione of the ports of call of the Sardinia. In the reunion of Tolone, in collaboration with the councillorship to the transports Sardinian, the harbour agency has introduced a methodological proposal of investigation, with confronts directed with the operators of the naval transport ro-ro, that it will allow to circumscribe the requirements of the operators and to lead back them to the models of telematizzazione own of the Circumvectio Project, for the goods, and of Nectemus, for services the passengers. Models, these, that they will be conveyed on an ulterior project, called Mobimart and inserted in the same Interreg program, directed from the Tuscany Region, for the duration three-year-old, and that sees the AdSP as referring for the Sardinian portualità.

The third GEECCTT-Îles project, that it is directed by the Office of the Transports of the Corsica (OTC), has the objective to realize an European Group of territorial cooperation (GECT), by right European public organism, to which to entrust the combined management of the territorial continuity of the Sardinia and the Corsica. In such context the AdSP of the Sea of Sardinia has introduced the studies commissioned in the within of the project that regard the analysis on state of the art of the Sardinian portualità, the freeways of the sea and relative programmatici documents in the area of cooperation (Sardinia, Corsica, Tuscany (Elba), Liguria, Department VAR - Region SOOTHES). Study from which it emerges that the marine traffics from and for the regions Corsica and Sardinia, also belonging conceptually to the Freeways of the Sea, remains excluded from the national programmings and European and, meanwhile, it assumes a strategy of escape with of plan that will have to be proposed to the national and European authorities in order to resolve such worrisome state to all purposes and effects.

Explaining the reasons of the participation of the AdSP of the Sea of Sardinia to the projects, the president of the agency, Massimo Deiana, it has asserted that "how much emerges from the studies on state of the art of the portualità forward pushes us to an ulterior jump in the field of the telematizzazione of our ports of call. In these days, to Tolone, our agency, together with the partner of the several involved regions - it has specified Deiana - has discussed about the gap respect to other European truths and about the necessity to conform practical and services of our ports of call. It is not more thinkable that two connected ports follow various roads and use various languages with own users. We consider has reached the moment to make synergy and I believe that the opportunity deriving from the participation to these three European projects is fundamental in order to undertake a common distance, standardized and that the just authority for the improrogabili assertions confers us that we will go to deposit on the tables of argument to Brussels in matter of Freeways of the Sea".
