The analysis cost-benefits on TAV Torino-Lione rejects the infrastructural work



Today the Ministry of Infrastructures and the Transports has returned notes the appraisals on the new railway line high speed/high Turin-Lyon ability carried out by the experts of the Technical Structure of Mission of the MIT, that they have introduced un'analisi cost-benefits and a technical-legal relation. The analysis, elaborated on the base of a scene of forecast of the question that is defined by the drafters of "the more realistic" analysis regarding that of Observatory 2011, evidences that the project "strongly anticipates a negative profit": "considered that the brought up-to-date costs of investment "to end" and management of the work emerge to 7,9 billion - law in the conclusions of the document - the "economic net present value" that is the loss of well-being - difference between supported costs and achieved benefits - consequent to the realization of the work it turns out pairs to 7 billion". "To such value - the relation specifies - they must be removed the costs of restoration of the works realized up to now (put in safety of the galleries and rinaturalizzazione of the sites) estimated pairs to 347 million and those of the "mass in safety" of the historical line that, according to the traffic scenes that will agree to consider, could be guaranteed with participations to low economic impact that is others of greater relief, to define itself as a result of a specific the attended benefit let alone risk analysis, for the maximum amount of 1,5 billion. Al clearly of such costs, the VAIN (economic net present value, ndr) would turn out pairs to -5,7 billion".

The technical-legal relation, relatively to the patrimonial consequences deriving from the issolution from relative constraints at work, evidences the impossibility to determine sharply the costs in case of issolution: "on such calculation - it is explained - mainly the variable one insists constituted from the existence more sovereign subjects that would have unavoidably to consider in legal center the respective positions. With such reserve, the voices and the amounts argument object they can be indicated single in via pure hypothetical, bearing in mind that all would go eventually made object of demonstration in the light of all the circumstances that have influenced the evolution of the work in question. Therefore, in enunciating such voices must be borne in mind that the relative amount could be only debited to the outcome of a complex procedure whose turned out is completely impredicibile".
