Ashcroft bails out of Belize registry BILLIONAIRE businessman Michael Ashcroft - a major financial backer of Britain's opposition Conservative Party - has sold his 50% interest in the Belize register, widely regarded as one of the world's worst flags of convenience. The registry yesterday said it did not know who now owned it, and as long as its operations remained unaffected, it was not concerned. While the sale is officially described as a straightforward business decision, it may flow from the increasing political pressure on Mr Ashcroft since Lloyd's List revealed his link to the flag last year. Deputy prime minister John Prescott publicly attacked the Belize registry as "buccaneers" at a meeting at the United Nations in April. Now Labour MP Peter Bradley has written to the Foreign Office, alleging that ministers in the last Conservative government applied pressure on the Belize government to maintain a 30-year tax holiday for Mr Ashcroft's interests in the country. Mr Ashcroft is treasurer of the Conservative Party, and is believed to have donated '8m ($12.8m) to the Tory cause in recent years. His company, Carlisle Holding, has announced the sale of its non-core investments in Central America and the Caribbean. Total sales proceeds, including assumed debt, amount to $29m. Disposals include a 50% stake in Belize International Services, the company which owns the Belize register - known as Immarbe - on behalf of the government. Asked the identity of the purchaser, Richard Haas, the senior official present at Immarbe's office in Belize City yesterday, replied: "I do not know." Contending that ownership has no impact on operational matters, he added that it did not matter and he was not personally concerned. He believed, but could not confirm, that Panamanian company Morgan and Morgan has maintained its existing 50% stake. Mr Haas is both technical advisor to the flag and its representative at the International Maritime Organisation. Asked about Belize having the worst detention record in Tokyo memorandum states, he professed to being "embarrassed". "I am not going to tell you our ships are pristine clean. They are not," he admitted. "I have got some bad dudes who are not doing what they should be, and I resent them for it." However, he believed the statistics were "tainted" and that Japanese officials picked on Belize ships, sometimes detaining them for trivialities. As part of a drive to raise standards, some 80 vessels had been fined between $1,000 and $50,000. A survey company had been successively fined $15,000, $15,000 again and then $20,000, and was finally derecognised. Mark Dickinson, assistant general secretary of the International Transport Workers' Federation, which campaigns against flags of convenience, said: "It is astonishing that Mr Haas appears not to care who owns the registry. Presumably, they pay his wages. "Belize is a flag of convenience with a terrible fleet. What about the crew members who lose out when things go wrong?" Mr Ashcroft was not available for comment yesterday.
