Turn up the heat on flags over casualty lessons It IS reassuring that London's new International Underwriting Association (IUA) states loudly and clearly - in the opening paragraph of its first marine report published last week - that it "is proud to build on the strong maritime traditions of the Institute of London Underwriters and its achievements in statistics gathering and presentation".

Thieves in Poland snag nearly $1 million worth of blue jeans. In Ireland crooks hold up three computer manufacturing plants in a single weekend. Criminals in Holland hit a truck with 31,000 Quantum disk drives worth $4.3 million. Thieves armed with cellular phones methodically work their way through a European warehouse while placing calls to potential customers of the hot goods. Suddenly, organized crime has become a costly component of the global supply chain. While Hollywood has glamorized cargo theft, the reality is most cargo crime is not that dramatic and often an inside job.
Congress should create within the Department of Transportation a new Motor Carrier Safety Administration, the DOT inspector general has urged. The impetus is the fact that nearly 5,500 truck-related fatalities are occurring a year, which Inspector General Ken Mead said is the equivalent of a major airline crash with 200 fatalities a week. Walter B. McCormick Jr., American Trucking Associations president, has endorsed the proposal as has John McQuaid, president of the National Private Truck Council.

It posted $1.4 billion revenue last year and ranked 11th among Europe's top transport companies.
Every airline has a website. A lot of airlines have dedicated cargo websites. But few allow shippers to do much more than find out about services and maybe track a shipment. United Airlines Cargo has a new website that goes a step beyond the typical and allows customers to book freight on-line. "It's the wave of the future," commented a relatively small forwarder customer. It won't eliminated the telephone from the booking process, the forwarder said, but for simple shipments online booking will be a great step forward.
If the first quarter is any indication, UPS is on a blistering pace to reach the $2 billion earnings mark. UPS made nearly $500 million in profit in the first quarter, thanks to greatly improved international operations along with strong demand in its overnight air express business. The Atlanta-based shipping giant still has not reached prestrike levels for domestic shipments but has closed the gap with about 1 percent to 2 percent to go.
Julie Cirillo, the federal government's new head of the Office of Motor Carriers and Highway Safety, is a tough, no-nonsense taskmaster promising stepped-up enforcement of trucking safety. After years of her predecessor promising more "partnerships" and "outreach" with the trucking industry, Cirillo says the 219 more trucking-related fatalities in 1997 than the year before is evidence the industry needs more enforcement.

Walgreens Co., the nation's 14th-largest retailer, plans to add another 3,000 stores to its chain of 2,667 drug stories nationwide. With such lofty expansion plans, logistics is a challenge. It already operates a private fleet of 150 tractors, 350 drivers and 400 trailers. It uses its own in-house inventory management system that it began 10 years ago. A look inside Walgreens' Windsor, Wis., distribution center shows how technology contributes to its operation.
Ocean shipping reform is a reality. It happened May 1. Now comes the hard part: how to do business in the new free-market system. Deregulation is being described as a process, not an event, that will ultimately result in relationships, not transactions. Still, given the limited experience ocean carriers have in a competitive marketplace, the industry figures to be on a learning curve, at least at the start.
