    MARSEILLES port has been effectively blockaded today by administrative staff who have stepped up union-backed action in a long-standing dispute with management. Access to the oil and chemical facilities at Fos and Lavera have been obstructed since last week, and the protesters agreed yesterday to block access to Marseilles' Eastern Docks and Fos Container Terminal. Twenty vessels are already at anchor at Fos, including five 250,000 DWT tankers. Pickets are today blocking gates and terminal entrances, preventing any movement of trucks, trains and stevedoring staff, although some passenger traffic to Corsica and North Africa has been allowed to proceed. The port management says the conflict is the worst seen since 1986
