    MARSEILLES port has been effectively blockaded today by administrative staff who have stepped up union-backed action in a long-standing dispute with management. Access to the oil and chemical facilities at Fos and Lavera have been obstructed since last week, and the protesters agreed yesterday to block access to Marseilles' Eastern Docks and Fos Container Terminal. Twenty vessels are already at anchor at Fos, including five 250,000 DWT tankers.
