Il s’agit de quatre propositions débouchant du programme d’action dévoilé dans le Livre blanc de la Commission sur l’avenir du transport européen à l’horizon 2010. Les propositions de la Commission, devant aboutir au “Deuxième paquet ferroviaire”, concernent l’ouverture anticipée du marché du transport international de marchandises par rail et l’élargissement des droits d’accès au transport intérieur de marchandises (cabotage), l’harmonisation des règles de sécurité dans le transport ferroviaire, l’interopérabilité pour l’ensemble du réseau ferroviaire et l’adaptation aux lignes à grande vitesse. Enfin, on prévoit aussi la création d’une Agence ferroviaire européenne (ERA) pour l’harmonisation des règles de sécurité et l’opérabilité.
