Les transporteurs routiers (et armateurs fluviaux) se plaignaient des temps dattente trop longs, plus particulièrement sur le Noordzeeterminal de Hesse Noord Natie. La convention garantit un délai de transit moyen pour le transport routier de containers sur les terminaux de HNN. LAGHA fera le cas échéant fonction darbitre. Une commission technique se chargera de la mise en oeuvre de nouvelles améliorations.
