ASTORIA, Ore., March 27 - Here where the 1,264-mile-long Columbia River comes to a roaring end and empties into the Pacific Ocean, all kinds of vessels navigate the difficult passage, which a local history once aptly described as sometimes "a treacherous barrier" and sometimes "an open gateway" to the sea.
