More than 150 Norwegian-controlled ships fly the Liberian flag, even though the Norwegian Shipowners' Association has urged members to drop it. They fear that fees paid to the Liberian ships' registry has financed the country's brutal civil war and the oppressive regime of Charles Taylor.

Taylor was sent into exile in August, but it remains unclear exactly where the Liberian registry's revenues are going. One thing is clear: The money hasn't gone to aid the long-suffering civilian population ......
