There is little that Finland can do to prevent the deliberate dumping of oil by ships in the Gulf of Finland. Last year 75 cases of deliberate discharge of oil were detected in Finnish waters. Most occurred at the mouth of the Gulf of Finland.

It is difficult to catch the culprits, and punishments under Finnish law are mild ......
