It would be too late to act after incidents occur. Many countries are growing increasingly wary of maritime security. Japan is also urged to promptly deal with it.
The government faces a changing international environment, including a rise in international terrorism, the development of ballistic missiles and advances in military technologies. To adapt to this change, the government is reviewing the National Defense Program Outline that constitutes Japan's long-term defense policy.
