HOUSTON - A federal appeals court says the Port of Houston does not have to pay for the cost of relocating or lowering pipelines in connection with the deepening of the Houston Ship Channel.
Two years ago, U.S. District Judge Lynn Hughes had ruled the port and not the pipeline companies should foot the bill, estimated to be $100 million for 100 or so pipelines, which carry a variety of products from chemicals to crude oil to natural gas
