ONLY a fraction of the world's sea ports and commercial vessels now fulfil security requirements aimed at protecting them from terrorist attacks.
But the head of the United Nations' maritime agency said he is optimistic more will meet the July 1 deadline for having such measures in place because the situation is 'improving daily'
