Assologistica, to May risks the block to the activities in the Italian ports



Assologistica nozzle an alarm for the "real one and realizes the possibility that from on 16 May next the activities in the Italian ports are blocked and that successively, after the happened organizational adaptations and of formation of the staff that they will demand time and resources, the cargo operations and drainage in the national ports are slowed down, less competitive and more expensive that in the other European ports". According to the association, this "will be also the last blow to the ports of transhipment that they compete with the Africa North".

For Assologistica these, in fact, will be the consequences of the lacked coordination between the general dispositions in work safety matter (decree legislative 81/2008) and I decree legislative on 272/99 safety and health of the workers in the within of the operations and harbour services.

"After I renew of the happened general norm in 2008, as specifically previewed from the Consolidated act - it has explained today the association - the 272/99 would have had you to be harmonized within on May 15, 2011. This still has not happened neither is happening and therefore from on 16 May, as expected from the general dispositions, it will automatically turn out repealed, and to the Italian harbour activities the general norm will have to be applied, than it does not contemplate in some way the detailed lists and peculiar infrastructural, structural and organizational characteristics of the harbour activities".

"On 16 May - it has specified the association - for every ship that will climb an Italian port will have to be made a specific risk assessment and the harbour operations will be able to only begin after a long bureaucratic procedure".

Assologistica has remembered that the rough draft of the Outline of Regulations for the modification of I decree legislative 272/99 and its harmonization with the norms of the 81/2008 is defined until by April 2010 with the involvement, promoted from the Head office of the Ports of the ministry of Infrastructures and Transports, of all the interested parts comprised the labor organizations. The association asks therefore "that it is immediately provided to insert some I decree in the "Milleproroghe ", in order to avoid catastrophic consequences on the economy and the logistics of the goods originated, destined, in transit or which reshipped in our country and enlivened by the Italian ports in hundred of million tons per year. The approval of the Outline of Regulations - it has concluded Assologistica - is without burdens for the State and avoids heavy consequences on the national economy - exporting enterprises, importers and consumers - that they would be more serious much than those of, many times over threatened, block of the road haulage".
