The tern is communicated to the Minister of the Transports and Navigation three months before the expiration of the mandate. The Minister, with motivated action, can ask to communicate within thirty days from the demand a second tern for candidates in the within of which to carry out the nomination. In case it does not reach in the terms some designation, the Minister nomination the President, advance understanding with the Region interested, however between personalities that turn out expert and of maximum and proven professional qualification in the fields of the economy of the transports and harbour.

Esperite the procedures of which to codicil 1, in case within thirty days the understanding with the interested Region does not reach, the Minister of Infrastructures and the Transports indicates the chosen one within fine a tern formulated to such from the President of the Regional committee, considering also of the indications of the Local authorities and the interested Industry, Chambers of Commerce, Handicraft and Agriculture. Where the President of the Regional committee does not supply to the indication of the tern within thirty days from the demand to the scope addressed to it from the Minister of Infrastructures and for the Transports, these ask the Prime Minister for the Ministers to subject the issue to the Council of Ministers, that it supplies with motivated deliberation.
