On 13 July in Rome at the Parlamentino of the Superior Council of Public Works, will hold a study day on the theme of "Mapping the seismic risk in the national seaports" organized by PIANC, the worldwide organization that provides technical and non-profit guidelines for the sustainable development of infrastructure for sea and river, and Eucentre, the non-profit foundation established by the Department of Civil Protection, the National Institute of Geophysics and Volcanology, University of Pavia, and from 'University Institute of Advanced Studies of Pavia with the aim to promote, support and care training and research in the field of seismic risk reduction.
In Italy the location of important ports (such as Gioia Tauro, Ancona, Salerno, Livorno and Catania) in areas with medium-high seismicity - the organizers have pointed out - reveals a situation of potential risk to the occurrence of a seismic event.The facts that accompanied the recent disastrous earthquakes, such as those that occurred in Kobe in 1995, as occurred last year in Haiti and in Chile and this year in Japan, have shown significant seismic vulnerability of the port works and highlighted ' urgent need to assess and then mitigate the seismic risk associated with the existing port facilities.
The estimation of seismic vulnerability and damage to port facilities Italian shipping, located in areas with medium to high seismicity, is the subject of a research project funded by the Department of Civil Protection and carried out by Eucentre, which has as main objectives: development a computer database with georeferenced GIS mapping interface of the main Italian ports located in areas with medium-high seismicity, the estimation of seismic damage scenarios for ports of major economic importance and commercial development of a standard methodology on the docks sea view to defining guidelines for the seismic design of new works and verification of existing ones, highlighting the mitigation measures may be necessary to make these structures suitable to withstand the design seismic action.
The GIS platform, currently being implemented, not only allows the collection of technical data relating to ports, but also constitutes a powerful tool for data processing, aimed at defining scenarios of damage from earthquakes. One of the main achievements of the project is to develop a calculation procedure for the estimation of seismic damage in port areas, developed from the definition of seismic hazard, taking into account both the effects of site, and the potential risk of liquefaction. An application of the procedure has been developed with reference to the port of Salerno.
The progress of this project will be among the topics to be addressed in the study day. Once the project is implemented the system will allow the Department of Civil Protection to have a service that allows in an emergency to identify quickly the strategic elements and being at risk of developing prevention strategies and action plans aimed at mitigating seismic risk associated with the port infrastructure. The results of the project also will generate significant reverberations in the planning and programming of new port works.With reference to the port master plan, the prior knowledge of the expected seismic damage to structures will allow the adoption of consistent choices in the allocation of specific functions to the various port facilities.
