The objectives of the agreement, synthetized in article 2 of the document, substantially are defined in following the five base points: requalification and potenziamento of the railway terminal of Trieste Marzio Field, also by means of the acquisition, by the Harbour Authority, of meaningful adjacent areas of the system to those harbour currently of property of society of the group Railroads of the State; I rearrange of the industrial areas, of private property and state property, situated in the comprensorio "Former San Marco Arsenal" for they more wide one use also to the aims of the development of the harbour traffics; realization of the Logistic Platform - 1° and 2° lottery - and reconversion of the areas currently in use to the iron and steel work called "Ironworks of Servola" (former Italsider), with consequent amalgamation of various activities in an only logistic pole of international dimensions; requalification and infrastructuring of the so-called "Former-It Area" for the takeover of industrial and productive activities, also to service of those harbour ones; creation, near the comprensorio of the former refinery Eagle, of a new harbour terminal, with participations of reclamation, infrastructuring and banchinamento, realizing approaches for the development of activity ro-ro and multipurpose (such participation will presee the modernization and the adaptation of the station of Trieste Aquilinia, also in order to guarantee the full railway operativity of the new terminal).

On the whole such actions will have effectiveness on almost the totality of the harbour territory, for a total surface almost 2.000.000 of square metres, with the following division for specific area of participation: Marzio field 300,000 square metres; Former area San Marco Arsenal 160,000 square metres; Platform Logistic-Ironworks di Servola 600,000 square metres; Former area It 340,000 square metres; Former Aquila Refinery 500,000 square metres.

For the attainment of the objectives it comes moreover previewed a plan of the activities, structured on three levels of actions: the detail of the normative and administrative to undertake, distinguished actions for phases; the cronoprogramma of the single phases; the picture financial, with the location of the requirements and the availabilities, in order to start the initiatives established in article 2.
