UCINA has illustrated the new provisions for throws again of the nautical Italian



Decreto Liberalizations, approved of in definitive way from the Chamber of Deputies in recent days, opens interesting innovations for the nautical section among other things introducing a simplification of the procedures for the realization of tourist ports, of the chartering, the customs regime of the ships from diporto extra EU and of the regime of the export. It has found today UCINA president Nautical Confindustria, Anton Francesco Albertoni, introducing such innovations with senator Luigi Grillo and lawyer Francesco Cimmino, tax affairs lawyer of the association.

In particular - it is evidenced - the text contains important innovations regarding the simplification of the relative procedures to the realization of tourist ports through the instrument of the project financing. With the new dispositions the interested subjects to realize a tourist port will have to not more exceed the single conference of the services for the release of the state property concession and also a second conference of the services for the project financing. The outcome of the contest will be defined by the municipal administration of competence also on the base of the best suitability of the selected initiative to satisfy the interests publics to the tourist and economic valorization of the interested area and to safety of navigation. The normative new previews moreover that, if the promoter of the contest did not turn out winning, it will have right to the reimbursement of the supported expenses, with burden at the expense of the affidatario.

For the simplification of the chartering activity, I decree liberalizations previews, for the advanced units to the 10 meters, the possibility that it can be practised in occasional form from the same shipowner owner of the boat or from person by him designated, with obligation of license nautical for boats (10-24 meters) and of professional title for the ships from diporto (>24metri). The activity of "occasional chartering" will be from now on subject to a substitutive tax of 20% for the fees achieved until 30.000 euros and business activity will not be considered, consequently not being able to enjoy the facilities previewed for the enterprises. In other words, the owner of a advanced unit to the 10 meters will be able to rent it as it happens for the owner of a house to the sea in order to repay the maintenance costs; against an agency of charter will be able more easy to retrieve on the market boats available to the chartering, diminishing own exposure financial institution.

An other innovation regards the simplification of the customs regime of the ships from diporto extra EU that, realigning itself to the French norm, will allow with the Italian ports to upwards become home port for foreign major unit (from the 24 meters). With the approval of the new norm - it has explained UCINA - foreign major unit will be able in fact to permanere in Italian waters making the normal demanded customs practice, but maintaining own flag, possibility today which precluded.

Also for that it regards the regime of the export is of the innovations: the simplification previews that the units can agree destined to the consumption within or outside from the customs territory on simple release of a declaration respective of definitive import or definitive export by the shipowner with a great saving of time and reduction of the bureaucracy.

Decreto Liberalizations has moreover transformed the parking tax in possession tax on the good modifying it from every day tax to tax anniversary, with consequent reduction of the amounts comprised between 50% and 90% regarding those originally previewed. The normative new previews moreover the extension of the tax to all the possessory Italians of boats and ships, even if with foreign flag. Such taxation will not regard instead the units of property of the aliens, even if clappers Italian flag, neither floating for the units the capital goods of the enterprises of chartering and lease and are not applied to the new registrations for the first year.

UCINA has specified that the new contained normative dispositions in Decreto Liberalizations are not the only innovations that have interested the nautical section in this period: last week, in the course of an encounter between the ministry of Infrastructures and Transports and the British Marine Authority, in fact the procedures of acknowledgment of the professional marine titles between Great Britain and Italy are confirmed, result destined to widen the opportunities of job in the chartering for the marine ones of both Countries. In the course of the encounter the bases for the next acknowledgment of the periods of boarding on British ship of Italian staff to the aims are placed also of renew of own professional title.

Manifesting satisfaction for the provisions of Decreto Liberalizations, the president of UCINA, Albertoni, it has emphasized that "the nautical one is returned to represent thematic an important one in the decisions of the government, having recovered its status of central industrial section, in which it is recommenced to believe which useful force to the economic resumption of the Country".
