The status of Fincantieri is not inserted in Inventory OCSE of the aids of Been about to shipbuilding the naval one



The ministry of Infrastructures and the Transports has announced that the status of Fincantieri is not inserted in the Inventory of the aids of Been about to shipbuilding naval of the Organization for Economic Cooperation and Develop (OCSE), the periodically updated document that collects all the aids of State of the adherent Countries to the OCSE and that is face to promote the market transparency and to reduce the market distortions.

In the last reunion of the WP6, the working group of the shipbuilding OCSE on the naval one, than the 21 has held to Paris and on 22 June past, the secretariat of the WP6 has carried in assembly the positions of Italy and Spain care the opportunity to insert in Inventory OCSE the informative one of the status of the navalmeccanica company of Fincantieri State and that Navantia Spanish. The ministry has remembered that Italy has always supported that, being the document Inventory a collection of all the aids of State, the public participation in a society (Fincantieri takes part of the group Fintecna Spa whose shareholders of majority are property of the ministry of the Economy and Finances) were not reportable to no subsidy taken in consideration. Moreover the Italian delegation has supported that the insertion in the Inventory of the companies of State did not go realized as the public participation is not riconducibile to an aid and has evidenced that Fincantieri, among other things, work as private and is subordinate to the controls of market of the European Union. According to Italy, the informative one on the companies of State can be given in another context to out of the Inventory and must regard all the companies in public participation of the adherent Countries to the OCSE. The ministry has specified that this position is shared by the Norway that in its participation has very evidenced the total information absence, is in the Inventory that in other documents OCSE, of the Chinese navalmeccaniche companies, well-known all civil servants

The ministry has emphasized that the European Union has expressed in support of the Italian participation evidencing that the cataloging of the subsidies in documents OCSE can induce to confusion own in merit the companies in public participation: in fact "aid" is defined the case of acquisition of company by a State.

From part its Japan has confirmed the incompatibility of the information on the companies of State with the Inventory and has proposed to insert, in some point of the document, that she is updated every six months, a note of sends back to 11 publication OCSE C/WP 6(2012) descriptive of the particular case Fincantieri and Navantia. The secretariat of WP6 OCSE has received this proposal, specifying that any variation in the social order of Fincantieri and Navantia will have to be immediately marked, and therefore has established not to insert the status of Fincantieri in the Inventory of the aids of State but to preview a simple note of callback to the document argument object - C/WP 6(2012) 11 - and to prepare a general document containing an immense range of the opinions on the role of the shipbuilding public property in the naval one in Countries OCSE and not OCSE.
