The provisions that until now have defined the zones of promiscuous navigation, even though dawned in years eighty, go back of the last century to the half and they do not correspond to the changed necessities of the commercial operators, is of the transport fleeting goods that of the transport. This complicates the life a lot to the units of marine navigation that intend to reach harbour docks placed in internal waters, as for the units of inland navigation, for which the requirement grows to approach the zones of marine navigation, above all in the coastal belt. With the state marine authorities - it has continued Chisso - we have shared the problem, the administrative distance and the answers that today we have given, everyone for own competences, redefining the map of promiscuous waters. In this way, besides to reduce the bureaucracy, we stimulate also the development of the net of inland navigation, in continuity with the important participations of adaptation that we have put in existence for giving them requirement indicated from the communitarian classification of the ship. Within the new limits of promiscuous navigation it is allowed navigation of the assigned ships with marine navigation in internal waters and of the ships assigned to the inland navigation in marine waters, provided that the units are in rule with the respective provisions in matter of safety of navigation. In such waters the navigating staff will be able obviously to exercise own activity, normally qualified respective from the Marine Authorities and those of the Inland navigation".
