Ancanap, the demand restitution EU of the contributions distributed from the Spanish government is late



The National Association Private Ship yards (Ancanap) has criticized the demand for the EU commission to give back to the contributions publics indebtedness distributed from Spain to the shipowners through the fiscal regime adopted from the Iberian nation in the 2002 (so-called Tax Scheme Leasing), than Brussels it partially considers with the norms EU in matter of aids of State incompatible. Such demand - second the Italian shipbuilding association - is late and - it has specified Ancanap - "it now risks to create ulterior damages in an European market already so strongly depressed, without to bring some remedy in favor of who it has irreversible damages quickly".

The Italian association has remembered that the Spanish provision has strongly penalized above all the private yards associated Ancanap "which, because of the treacherous and incorrect competition of the Spanish yards - the president and the director of the association, Stefano Silvestroni have explained and Giancarlo Casani - has lost various store clerks for which they had advanced proposals. This situation has been sure a heavy concomitant cause of the difficulties of various associate yards that have been found to compete with Spanish yards".

Silvestroni and Casani have remembered moreover that Ancanap "had timely and repeatedly denounced with force the irregularity of the Tax Scheme Leasing that inside forged the competition of the European Union, without to obtain listening from the communitarian organs".

However, second the Italian association, the demand for restitution of the contributions publics, been left over yesterday from Brussels, reaches behind schedule: "for Ancanap - Silvestroni and Casani have restated - the so late demand for restitution of the contributions publics indebtedness distributed from the Spanish government does not represent a profitable remedy in favor of who, as the Italian yards, it has irreversible damages quickly, but a mere revenge without returns. This late provision risks indeed to create ulterior damages, carrying elements of new turbulence and uncertainty in an European market already so strongly depressed". Ancanap therefore has expressed "own contrarietà to every type of revenge, having privileged rather the search than timely solutions of the problems in the respect of the interests of all the parts".

"A consideration - they have concluded Silvestroni and Casani - prevails in order to avoid iterating itself of situations of this type. A greater efficiency of the European organs is necessary because their participations are timely and effective, avoiding rebelling of the dysfunctions and the damages of a treacherous competition, taking part quickly and not at a distance of years in order to eliminate of the consequences, in particular, when the irregularity of a procedure as that of the Tax Scheme Leasing comes timely marked".
