Dalla Regione Friuli Venezia Julia green light to three strategic participations for the Ronchi draft of the Legionnaires - Trieste of the Tav
November 11, 2013
The EU commission has declared operating from yesterday six railway corridors for the transport goods that constitute the railway ridge of the transeuropea net of the transports TRY, explaining that in these corridors the managers of railway infrastructures cooperate to the transboundary sections with the objective to improve the quality of the service and the reliability in international the rail shipment and that therefore the railway companies and the authorized operators - as loaders, shippers and operators of the arranged transport - can, addressing to only point of contact, to demand traced international previamente agreed instead of having to subject single demands to the several managers of national infrastructures. Draft of the corridors the Rhine-Alps (Zeebrugge - Antwerp/Rotterdam - Duisburg - [Basel] - Milan - Genoa), Benelux-France (Rotterdam - Antwerp - Luxemburg - Metz - Digione - Lione/[Basel]), Atlantic (Sines - Lisbon/Leixoes - Madrid-Medina of the Field/Bilbao/San Sebastian - Irun - Bordeaux - Parigi/Le Havre/Metz - Sines-Elvas/Algeciras), the Mediterranean (Almeria - Valencia/Madrid - Saragozza/Barcelona - Marseilles - Lyon Turin - Milan - Verona - Padua/Venice - Trieste/Koper - Ljubljana - Budapest - Zahony), East (Bucharest - Constanta - Praga - Vienna/Bratislava - Budapest - Vidin - Sofia - Salonicco - Athens) and Oriental (Praga - Horni Lidec - Zilina - Kosice - Cierna nad Tisou - border Ukrainian Slovakia/). To these six corridors will join to others three (the Scandinavian-Mediterranean Corridor, the Corridor Baltic Sea-Adriatic and the Corridor Sea of the North - Baltic Sea) that they will have to be operating within on November 10, 2015.
While, in railway infrastructure matter, the regional committee of the Friuli Venice Julia has not expressed to seem of environmental compatibility on the total preliminary project of the new railway line Alta Velocità/Alta Capacità for the Ronchi draft of the Legionnaires - Trieste introduced from Italferr, opinion that is not expressed because of "documentary deficiencies evidenced and to permanere of the state of uncertainty and insufficient acquaintance with respect to the potential criticalities induced from the project", but has given the go-ahead free, with some prescription, to three specific participations comprised in the project considered strategic for the system of the transports of the region: the Saint Junction Polo to Monfalcone, the train station in front of the intermodal pole of the airport of Ronchi of the Legionnaires and the interconnections in resort Junction of Aurisina. The committee asks moreover Italferr that is developed an alternative regarding, in particular, the draft Junction Saint Pole-Junction di Aurisina and the draft Junction of Aurisina-Trieste, also in consideration of eventual developments of future infrastructural projects concerning the net of the transports of the adjacent Republic of Slovenia, before the realization of the definitive project. Regarding the prescription, Italferr will have to manage, for everyone of the three punctual participations, a plan of systematic monitoring of the polluting factors to subject to the ARPA (regional Agency for the protection of the atmosphere). For Saint Polo, in particular, one wonders Italferr to develop a progettuale simplification, that a reduction of the impacts with a contextual optimization of the net allows (according to uses of the existing railroads) also the connection with the port of Monfalcone, by means of for example a solution to climbs over. For the station in front of the intermodal pole of Ronchi, Italferr will have to place detail attention in phase of yard not to interfere with the relative areas to smalls lake of Dobbia and to cure the works of restoration of the green, being service in the five next years regarding the closing of the work. At last, for the interconnection near Aurisina, the works will have to be limited to the superficial features and closely indispensable how much, holding however in consideration the alternatives of tracing proposed and the previewed measures of mitigation. They will have moreover to be analyzed possible solutions for the maintenance of the architectonic characteristics of eventually bound manufactured products from an historical-architectonic point of view.
