the ECSA complains a delay in the simplification of the formalities for the ships that land in the ports EU



The association of the European shipowners complains a delay in the performance of the measures in order to simplify the administrative formalities for the ships that land in the ports of the EU, measures established from relative directive 2010/65 to the formalities of declaration of the ships in arrival or departure from the ports of the European Union ( on 7 July 2010). The European Community Shipowners' Associations (ECSA) has remembered that the directive previews that within on June 1°, 2015 the ships that make port of call in the ports of a State EU they will have to send to the data demanded from the nation a single time and in electronic format.

Evidencing that this would drastically reduce the bureaucratic procedures of which the marine ones must be occupied, the ECSA has found that the problem consists however in the fact that the Member States of the EU have only the obligation to pass from a paper system to a Window Single, that is to an only interface electronic for all the information, while the task to guarantee that the put systems in existence compatible and are harmonized is entrusted to the EU commission.

25th July the EU commission has published a relationship on the progresses completed towards the simplification of the administrative formalities for the ships that they land in the ports of the EU and - second the ECSA - the main conclusion of the relationship is that the performance of the directive is behind schedule and, above all, outside broken. "Unfortunately - the general secretary of the association has explained shipowning, Patrick Verhoeven - the arguments on the necessity of a common system in all the European Union have not produced turned out encouraging and are time of forehead to a situation in which the new shipowners they could have to tackle to a mosaic of different systems of communication electronic. In other words - it has found - they could have to invest in expensive electronic equipment without to obtain in exchange some simplification and simplification of the bureaucratic procedures This situation - it has emphasized Verhoeven - is absurd and incomprehensible since the first scope of this initiative was that to offer to the field a real simplification, that it would determine a cost reduction, rather than of having to invest in new systems without to obtain a concrete and tangible return. Europe - Verhoeven has denounced - does not need multiple national Windows Single, but of an European only door, or, at least, of uniformity and harmonization".
