Fedespedi, not to the extension of the payment of the contribution to the Authority of Regulation of the Transports to all the enterprises of the logistics



Fedespedi, the federation that represents the Italian international shipment houses, has expressed own contrarietà to the extension of the payment of the contribution to the Authority of Regulation of the Transports (ART) to all the enterprises of the field of the logistics and has emphasized that such decision, put into effect through an amendment to the so-called one I decree managed Genoa in order to tackle to the emergency caused from collapse of the highway viaduct Morandi, will per year increase the already important costs supported from the enterprises subjecting them to an ulterior total expenditure of 19 million euros.

The federation has denounced that "the government has inserted in Decreto Genoa - in its iter of conversion in law to the Chamber - an amendment to articolo37 codicil 6 letter b) of bill 201/2011 (which enacted, with modifications, from law 214/2011), than modification the disposition that disciplines to the which had contribution to the Authority of Regulation of the Transports (ART). Such modification - Fedespedi has explained - previews that ART can not more only demand such contribution to the managers of infrastructures and the regulated services, but also to all the enterprises that operate in the market of the transport, comprising all the economic operators of the field of the logistics".

Moreover Fedespedi has remembered that "from 2015 ART the contribution for its financing persists in demanding also to the private companies of transport and logistics, in spite of these activities is not between those regulated by the same Authority. In merit - the national federation of the shippers has still remembered - Fedespedi and Confetra - together with Fedit, Assologistica, Federagenti, Anita, Trasportounito-Fiap and the National Association of the Cooperatives of Services - have already obtained important victories: two sentences of the REGIONAL ADMINISTRATIVE COURT of the Piemonte (n. 287 of 8 March 2018 and n. 631 on May 21, 2018) has given reason to trade associations and received the resources introduced from these last ones against the deliberations of the ART. In the resources, moreover, the Constitutional Court is taken part in prejudicial way also (pronounces n. 69/2017), that he has sanctioned that ART can only demand the contribution to the subjects "effectively" regulated and that to benefit of the regulation he does not mean to be regulated".

"Now this new disposition in favour of ART, inserted in I decree (so-called I decree Genoa) that it would have to only contain specific measures and urgent in order to tackle to the criticalities emerged after collapse of the Morandi Bridge - has found Fedespedi - risk to put in knee beyond 200.000 enterprises of the field, which they would see to debit an additional cost (until one per thousand of the turnover of the last exercise) for the development of own entrepreneurial activity. The total costs estimated at the expense of the field would be of 19 million euros the year (second an elaboration of Centro Studi di Confetra on the year of exercise 2017)".

"With this taken of position in favor of the Authority of Regulation of the Transports - it has found president of Fedespedi, Roberto Alberti - us he seems that the new same contraddica government if and betrays the promised iterated ones of lightening of the fiscal imposition at the expense of the enterprises; this amendment inserted in Decreto Genoa, in fact, exactly goes in the opposite direction regarding that auspicious one and ago to weigh on the enterprises an ulterior form of taxation, in a field that is already adequately regulated and that, moreover, sees involved a pluralità of institutions, agencies and prelocated authorities to the controls".

"Memory, moreover - it has added Alberti - that the field of the logistics is strategic for the Italian manufacture, import and the export. Therefore, the fallen back ones of this decision could be heavy not only for the section, but for the entire productive system and economic Italian. Draft, in fact, of a decision that burdens our enterprises of greater costs weakening their competitiveness regarding the economic operators and to the logistic systems of other Countries in Europe. We are however trusting that the government, in these little hours that precede the definitive approval of I decree, I want to listen to the unanimous voice of the section - represented from our general confederation, Confetra - and can reconsider own position".
