The ANCIP exhorts the MIT to face the topics of the taxation of the canons collected from the AdSP and of the self-handler



Manifesting appreciation for the convocation by Paola De Micheli, new minister to Infrastructures and the Transports, of the national Conference of the presidents of the Authorities of Harbour System, the ANCIP (National Association Companies Harbour Enterprises), emphasizing to equally consider the convocation of the National Organism of Partnership important of which she is law member, has evidenced that the convocation of this according to organism could be the just occasion in order to illustrate to the minister and the structure of the MIT problematic and the criticalities that the harbour marine cluster meets in the harbour activities.

In particular, the ANCIP has specified that from the National Organism of Partnership it can and will have to come the support to the initiative of the Ministry in European center in order to converse with greater force with the EU commission on the issue of the taxation of the canons collected from the Authorities of Harbour System, regarding which the datoriali associations and the unions have expressed repeatedly worry(on 16 October 2019). Worry that is shared by the ANCIP: the consequences of a yielding to the demands for the Commission - it has emphasized the association of the harbour companies - would be disastrous for the Italian portualità, the enterprises and the workers.

To such purpose, according to ANCIP, an initiative by the government is necessary who full the delays and the sottovalutazioni that in these years, guilty, have been recorded and is necessary therefore to resume the dialogue with the EU commission being defended the public character and of regulation entrusted to the AdSP.

The ANCIP has invited moreover the Ministry of Infrastructures and the Transports to exhort the presidents of the AdSP to adopt univocal behaviors in matter of release of the authorizations in matter of self-handler of the harbour operations by the shipowning companies, in the respect of the Italian and communitarian legal regulations. The association has specified that on this topic it finds also a insufficient attention and vigilance by the Harbour offices in matter of activity of rizzaggio and derizzaggio of cargos.

Moreover the ANCIP has found that all the AdSP have not defined, according to law, serious Plans of the organic ones and that also in matter of safety of the harbour operations there are different behaviors and in some cases of negligence in defining plans and stiff measures to reduce the risk of incidents on the job. It exists also - it has still specified the association - a different interpretation and 15 application of the art. second of the law 84/94 that institutes the Unico Amministrativo Door near the AdSP.

In various ports - it has observed the association of the harbour companies - the guidelines and the lacked decisions in matter by some presidents AdSP are generating the risk of an irreversible crisis of the enterprises art.17, that they supply temporary the harbour job.
