Ban for the editing and the update of the town development plans of the ports of the Central Adriatic



The Authority of Harbour System of Mare Adriatico Centrale has introduced the European ban of contest for the "Editing and specialized technical support for the approval of the harbour town development plan and update document of environmental energetic planning of the harbour system" that it will be published today on the "Italian Gazette".

The ban previews the drawing up of the Document of strategic planning of system (Dpss), the editing with the update of the harbour town development plans of everyone of the ports administered from the AdSP, that is Marine Ancona-Falconara, Pesaro and San Benedetto del Tronto in Marche and Pescara and Ortona in Abruzzi, and introduces the Document of environmental energetic planning of the harbour system (Deasp), an element demanded from law 84 of 1994 during the phase of drawing up of the town development plan. The new ban is emitted after a first contest had gone desert for lack of valid offers.

"We resume - the president of the AdSP has explained, Rodolfo Giampieri - the job in order to define the more important instrument than planning strategic of all the harbour system, an action necessary and fundamental in order to do so as that the ports work in coordination between they, with an integrated strategy of increase that points to the valorization and the amplification of the productive specializations of the ports of call. For a series of total inefficiencies we have unfortunately lost more than a year, precious time for all the harbour system and above all for the enterprises and the workers. Now we leave again with the distance to go to the drawing up of this document, indispensable in order to program the necessary infrastructural investments for the next years that allow the increase of the job of the enterprises and the creation of occupation. An action that must have the environmental sustainability as one of the more important topics because any modern strategy of development cannot prescind from this formulation".

"We have defined a ban - it has added to the general secretary of the harbour agency, Matteo Paroli - in order to obtain a project that we could turnkey define, that comprises also the necessary studies of deepening and specialized coaches to the editing of the same town development plan, for example the analysis of the currents idromarine for the realization of the dredgings. Also we have considered opportune to insert in this ban the update of the Document of environmental energetic planning of the harbour system in order to preview the scenes of energetic planning of the AdSP in a logic of programming and reduction of the emissions".

The value made up of contest of the new ban is almost 2,6 million euros, with an increment of about 330 thousand euros regarding the precedence contest previewed for the editing of the Deasp. Between requirement of award of the contract, besides the price, there is the proven experience in the technical planning of harbour town development plans and the ability to characterize and to exceed the eventual criticalities that could condition the development of the ports.

The appraisal of the offers, that they will have to arrive within next the 26 hours 13 of june, will be carried out next the 29 june in the center of the Authority of Harbour System to Ancona. The duration of the contract contract, for which it is not previewed I renew, will be of 390 days effectives from the signature.

The AdSP has explained that the Plan will have to define the lines guides for the future of the ports in an integrated optical of system, necessary to answer to the opportunities of increase in way coordinated with the territory and in order to assure, in harbour within, sustainable, economic, social, environmental a development. The demanded technical services from the ban regard the strategic planning and the update of the single harbour town development plans, the environmental relationship of strategic environmental Vas-Appraisal, the technical-scientific coordination of the harbour town development plan of system (Prsp), with the necessary technical support in order to reach the final approval, and the update of the Document of environmental energetic planning.

The harbour agency has specified that the Document of strategic planning of system will leave from a "photography" of the current state of the ports and their productive characteristics in order to define the lines of development of the next years in an optical of mean-along period. In the recognition of the current state of the ports they will be analyzed the infrastructural equipment is of national character is regional, the levels of service and accessibility, the net of the reference transports, the eventual constraints presence in the bordering areas to the ports (archaeological, environmental), the territorial context, the city development and their tie with the ports. With the Document the harbour evolutionary tendencies will be characterized, the strengths and of weakness and the opportunities of the territorial context, and will be defined the objectives of development of the Authority of Harbour System and the single ports. Covered Sul of planning, will be got ahead confronts with the local governments, the stakeholder of reference, the enterprises, trade associations, the labor organizations.

The Document of environmental energetic planning of the harbour system, that it will be dawned, defines the picture of reference to the marine traffic and the current and future energetic consumption of the AdSP on the base also of the increment of new technologies and services, considering also the activities of the concessionaires and the operators, that they can modify the same consumption.
