The ministers of the Transports of the EU have approved of the new lines guide for the development of TRY



Yesterday the ministers of the Transports of the European Union have approved of the new lines guide for the development of the trans-European nets of transport on 24 October TRY defined from the EU commission in the proposal to the Council and the Parliament EU, that he previews the location of "Core Network" and a "comprehensive Network" and an appropriation for period 2012-2020 of 31,7 billion euros ( on 19 October 2011).

The ministers of the Transports of the EU have confirmed the objective to realize the central net of TRY within 2030 on the base of 10 main corridors of transport, while for the completion of the total net the date remains fixed to 2050.

In particular, Core Network previews the connection of 86 main European ports through street and railway arteries, of 37 primary airports with the greater urbanized areas, the potenziamento to the high speed of 15.000 kilometers of railway net and the realization of 35 of the main transboundary projects with the objective to reduce the necks of bottle of the net.

Yesterday the Council of Ministers of the Transports has brought light modifications to the map of new the comprehensive Network and of new Core Network of IT TRY, including changes to the net on the Polish territory, with the insertion of the intermodal terminal of Bialystok in the total net, in Rumania, with the inclusion of street arteries and railway it is in the comprehensive that in Core Network, and Italy, with the breaking in of the intermodal terminal of Milan in Core Network.

More meaningful instead the modifications on the topic of the financings regarding the introduced initial proposal of the EU commission. The Council of Ministers of the EU, receiving the worries of the Member States in particular regarding the consequences financial institutions of the proposal and the safeguard of the right of the States to decide on the projects to realize on their territory, has approved of a version of the text that allows with the Member States not to put into effect some projects if the resources necessary financial institutions will not be available or if the projects are not sufficiently mature. Moreover an amended clause establishes that the Commission will have to take into consideration the economic situation and budgetary in the European Union and of the single Member States at the moment to estimate the progresses completed in the performance of the lines guides within the end of 2023.

The proposed new, that it will have to replace the current lines guides on IT TRY adopted in 1996, amended in 2004 and dawned in 2010 to the aim to cover the territory of the ten States that have joined to the EU in 2004, will have to be approved of from the European Parliament in first reading, with waited for voting at the beginning of 2013.
