Relationship of the Inail on the accidents of the workers of the sea



The Inail has published a relationship on "the accidents of the workers of the realized sea" from the Department of medicine, epidemiology, hygiene of the environmental job and of the institute in which the section Systems of surveillance and integrated management of the risk of the Department it has lead an analysis of the accidents in the marine-harbour field, also in the picture of a collaboration with the competent agencies, in order to deepen the problematic ones of the work safety.

The analysis is carried out on the base of the data deriving from two informative sources: the cards of survey of the accidents endured from the marine workers addressed to the Harbour offices and the Infor.Mo archives that laid by the information on the factors motives evidenced in the course of the inquiries have an accident lead from the Asl.

Relatively to the information on the causes and dynamics industrial accident researches of the national System of surveillance of the mortal and serious accidents, called Infor.Mo, that it is managed in collaboration between the independent E regions provinces and the Inail, in the conclusions the relationship finds that if from a part the data contained in the archives of the Infor.Mo System "allow to moreover deepen the causes (determining) and the aggravating factors (modulating) of the events, connecting said criticality to the fundamental processes for the prevention and protection from the risks (risk assessment, formation/information, vigilance, etc)", information on the factors of infortunistico risk that "constitutes a base of useful acquaintance for the aimed programming of the participations of prevention and vigilance", on the other hand the lowland is evidenced "numerosity of the cases recorded for the marine field" that - the relationship explains - "closely it is connected the source of the information on which the same System of surveillance is based, that is the services of prevention of the Asl that they carry out the inquiry". To such fine the relationship suggests some reflections of operating character in order to consolidate the monitoring, the vigilance and the assistance in the marine-harbour field, supporting the institutional synergies through: I use of methodologies shared of analysis of dynamics and identification of the factors motives, in agreement with how much suggested from the convention Maritime Labour Convention (MLC) of 2006 of the International Labour Organization (ILO); the development of usable operating instruments in the inspecting phases on board (for example check list) that they effectively conjugate more safety elements of navigation with health and safety elements on the job; the promotion and the performance of aimed participations of prevention in marine-harbour within.
