Green light of the Senate to ratifies of Protocollo Transports of the Convention of the Alps
The provision passes to the examination of the Chamber
September 19, 2012

Last night the Senate, with 164 ballots to favor, 83 against and 11 abstainers, has approved of the relative bill to ratifies and the execution of Protocollo of performance of the Convention for the protection of the Alps of 1991 in the within of the transports, provision that now passes to the examination of the Chamber and that it stretches to favor the passage of the system of transport in the within of the alpine arc from street infrastructures to railway infrastructures.

The assembly of the Senate has approved of also two orders of the day that engage the government to consider in application center of the geomorfologiche peculiarities of Italy and to safeguard the works in progress for the street connections with the other Countries signers Protocollo "Transports", that we publish below.

Worries for the economic and infrastructural damages deriving to Italy from the signature of the document are expressed by Lega Nord, from National Cohesion and from various senators of Popolo of the Freedom that has voted against it ratifies. The majority favorable to the provision has emphasized instead that Protocollo, connected to the new transeuropee nets, does not prohibit the construction of new freeways in the national territory.

In the declarations of ballot in favor of it ratifies, senator Pedica (IdV) has placed the accent on the possibility, offered from Protocollo, to find the contrast between the objective of the environmental sustainability of the transports and the projects of the high speed: "the lacked one ratifies of Protocollo on the transports - it has observed the representative of Italy of the Values - would damage is the image of Italy in the European assembly is the interest of the population resident in the alpine territory to protecting own health and the atmosphere in which weevers. Protocollo offers in fact adequate instruments in order to oppose itself to the realization of great infrastructures of transport in the cases in which this confligga with the protection of the alpine atmosphere: under this profile - it has emphasized - it could be reexamined also the realization of the TAV in Susa Valley, than Italy of the Values critical strongly. It ratifies of Protocollo will not prevent however the realization in street infrastructure Italy new, provided that these answer to requirement of precaution, environmental sustainability and economization, and will constitute the starting point in order to modify the current formulation of the system of the transports Italian, based essentially on the traffic on rubber".

The Contini Senator (Third Pole) has asserted that the reduction of the environmental impact of the transport goods demands a co-ordinate participation and has rimarcato that "Protocollo does not exclude the construction of freeways on the national territory and does not damage the road haulage. Lacked its ratifies - it has added - would empty instead of contained the Convention of the Alps".

Senator Peterlini (UDC) has remembered that all the Regions of the alpine arc are in favor of Protocollo the lacked approval of which would empty the Convention of the Alps: "the protected interests with the bill - it has specified - are not localistici, but the populations regard all residents in the regions of the alpine arc and the Italy which, was where not ratified Protocollo transports, on which moreover there is already the consent of UPI and ANCI in all their political expressions, it would run the risk to remain cut outside from an Europe that it has already chosen, for economic, social and environmental reasons, to transfer on track great infrastructures of transport. They are polemical sterile - according to Peterlini - those which they induce to consider that Italy will not be able more to realize roads and freeways on own territory, for which the Parliament is called to honor the engagements assumed from the Country in European center".

Senator Tonini (PD) has recalled the requirements of infrastructural modernization and has expressed the "convincement that ratifies it of Protocollo transports will not hinder the potenziamento of the street and highway structures of Italy. He is in any case ineludible by now - he has found the representative of the Party Democratic - the choice to transfer progressively on track increasing quotas transport, in particular of the goods, online with the decisions taken in this direction in the remainder of Europe. The Country - it has added - must know to pick the challenge of the technological modernization of infrastructures own in order not to lose competitiveness".

Senator Dini (PdL), specifying that "the second task is lacking in foundation which Protocollo of performance of the Convention for the protection of the Alps places from obstacle to the realization of infrastructural works on the Italian territory" and that more rather "it stimulates instead uses it of the transalpine rail shipment", in the ballot declarations he has invited the Group to support the provision remembering that the government Berlusconi was in favor of ratifies.

The senators Castles (LNP), Menardi (CN) and Bonfrisco (PdL) have declared that Protocollo constitutes an obstacle to the development and damages the export, precluding the possibility to construct an integrated system of the transports. In particular, the exponent of Lega Nord has evidenced that "the assembly has not picked the negative capacity of Protocollo of performance of the Convention for the protection of the Alps, than - it has explained Castles - will prevent the realization of new ways of communication not only transboundary, but also transalpine, so hindering Italy in the action of recovery of the gap of development in it confronts of the other European Countries". "In question - he has evidenced moreover Castles - it is not the choice between transport on rubber and transport on track: from a decade all the governments invest on the railroads. The point is that the environmental protection cannot sacrifice the development perspectives: the infrastructure lack involves the closing of the plants and the offshoring of the productions. It is necessary to comprise - it has continued the senator of Lega Nord - than effects will have Protocollo on the works already planned, as the work, that they are about to be under way, for the improvement of I tunnel of Glues of Stretches that it connects Italy and France. With the exception of the Trentino Alto Adige, that it enjoys conspicuous state financings, the ordinary Regions of the alpine arc strongly will be penalized by Protocollo. A subordinate political culture in confronts of Europe - it has denounced Castles - once again prevents to protect the prevailing interests of the Country".

Commenting the favorable ballot of the Senate on Protocollo Transports, the former undersecretary to Bartolomeo Giachino Transports, than many times over it has denounced as the provision will penalize the Italian economy, has commented that "the ballot of the Senate on the protocol transports will create difficulty to the Italian transports that, only in Europe, in order to transport the Italian exports that to 70% heads in Europe will have difficulty and puts up costs. Already today - Giachino has stated - the crosswalk of the passes costs at least 1,5 billion euros. So while the Tav do not slow down tunnel railway, a hurried ballot, contrary to the ballot of the Chamber of Deputies on October 26, 2011, creates difficulty to the street connections. Some areas of our Country (Cuneo) - it has concluded Giachino - in order to go in Europe have only the possibility of the road, as they will make to arrange them".
