Article 1
Purpose
  1. The contracting Parts are engaged to put into effect sustainable politics of the transports stiff to:

    Definitions

    2. The permanent Committee examines the reports to the aim to verify if the contracting Parts have acquitted the obligations deriving from anticipate Protocol. It can ask also additional information the contracting Parts interested or to gather information from other sources.
    3. The permanent Committee writes up a report for the Conference of the Alps on the respect by the contracting Parts of the obligations deriving from anticipates Protocol.
    4. The Conference of the Alps takes note of this report. In case it states a lacked implementation the obligations, can adopt recommendations.


    Article 22
    Appraisal of the effectiveness of the dispositions
    1. The contracting Parts examine and estimate, to regular intervals, the effectiveness of the contained dispositions in anticipate Protocol. For how much necessary one to the attainment of the objectives of Protocol anticipates, they take in consideration the possibility to adopt appropriate modifications of same Protocollo.
    2. To this appraisal the territorial agencies participate, in the enforced institutional picture. Not governmental assets in the specific field can be felt the organizations.


    Chapter V

    Final dispositions

    Article 23
    Correspondence between the Convention of the Alps and Protocollo
    1. Protocol anticipates according to constitutes Protocollo of the Convention of the Alps of article 2 and other relevant articles of the same Convention.
    2. The contracting Parts of the Convention of the Alps can become contracting Parts of anticipate Protocol exclusively. Every denunciation of the Convention of the Alps is worth also as denunciation of anticipates Protocol.
    3. When the Conference of the Alps deliberates on concerning issues anticipates Protocol, solos the contracting Parts of the same Protocol have right of ballot in merit.


    Article 24
    Signature and ratifies
    1. Protocol anticipates is deposited for the signature by the States signers of the Convention of the Alps and the European Community, on October 31, 2000 let alone beginning from on November 6, 2000 near the Republic of Austria which depositary.
    2. Protocol anticipates takes effect for the contracting Parts that have expressed own consent to being bound from the same Protocol, three months after the day in which three States they will have deposited their instrument of ratifies, acceptance or approval.
    3. For the contracting Parts that will express successively own consent to being bound from anticipates Protocol, it will take effect three months after the day of the warehouse of the instrument of ratifies, acceptance or approval. As a result of the effectiveness of an amendment of Protocol anticipates, every new contracting Part of same Protocollo becomes contracting Part of Protocollo so amended.

    Notifications

    With respect to the Depositary anticipates Protocol notification to every State named in the preamble and to the European Community:
    1. every action of signature;
    2. every warehouse of an instrument of ratifies, acceptance or approval;
    3. each date of effectiveness of anticipates Protocol;
    4. each declaration which released from a contracting Part or signer;
    5. each denunciation notified from a contracting Part, with the date of its effectiveness.
    In faith of this, Protocol anticipates has been undersigned from the signers debitamente authorized.

    Fact to Lucerne, on October 31, 2000, in French, Italian, Slovenian and German language, whereby everyone of the four witnesses ago equally faith, in an original deposited near the Public Records Office of the Republic of Austria.
