Assologistica contests the decision of the Agency of Customs not to grant until the term of the Covid-19 emergency some authorization with respect to decisions which released by means of Customs Decisions System, authorizations AEO and of the exporter Status authorized let alone to the authorizations of delay of the terms of re-export of bonded goods to the Ata carnets.

The association of the logistics enterprises has specified that the determination of the Agency, whose directives have effectiveness to make given from on 25 March and for lasting of the state of emergency, previews: "a) the adoption of extraordinary organizational measures for the management of the activities preliminarys investigation and autorizzative to the aims of the obtaining of the decisions which released by means of Customs Decisions System, of authorizations AEO and the authorized exporter Status, let alone of the authorizations of delay of the terms of re-export of bonded goods to the Ata carnets; b) the economic operators will be invited not to propose new requests that do not have character of absolute necessity, because indifferibili and urgent that is to withdraw the questions already proposed and not still instructd from the competent Office; c) except the aforesaid exceptional cases, for the requests introduced and not still accepted, the competent Office will not proceed to the acceptance; d) in case the activity preliminary investigation, propedeutica to the release of the decisions object of this provision is not already to an advanced stage, the Office will be able to adopt a turndown second the procedures previewed from the unionale norm; the operator will be able, to the term of the emergenziale period, to repropose the request turndown object that will be dealt with priority; e) if the request you regard activity of operators re-entering in codes ATECO considered essential in this extraordinary period, the Office will proceed to the completion of the preliminary investigation; f) whereby the titular economic operators of customs decision, for which an expiration within and not beyond the date on 1° May is previewed p.v., ravvisino the necessity to suspend the effects of the same decision as a result of the taken part interruption of the productive, industrial and commercial activities already mentioned, will be able to be operated, upon request of the interested one and without delay, a temporary suspension of the same authorization; g) the economic operators in possession of Ata carnet in expiration will be able to demand the delay of the terms of re-export of the goods, also beyond the validity of the Ata carnet, in application of art. 251 par. 3 of the Reg. EU n. 952/2013".

"The direttoriale determination of the Agency of Customs and the Monopolies on 26 March - president of the Commission Dogane of Assologistica has commented, Stefano Morelli - catches off guard to us. Without to forget that in this way the ADM is failing to its mission, sanctioned to art. the 2 of the charter of the same one, that it recites: "The Agency favors the economic increase of Italy, facilitating the circulation of the goods in the international exchanges"".
