Executive I decree ministerial for the formation of the pilots of the ports



It has become executive I decree ministerial n. 112 on 24 September of approval of the "Lines guide for the initial formation and the professional update of the pilots of the ports", that it is published on the edition on 9 October of the "Gazette" and has taken effect the next day. Remembering that the provision is destined to the aspirants pilots and the pilots effectives in service in the Italian ports, to exception of the pilots who on October 10, 2018 had already matured at least 25 years of service as effective pilot, president of the Italian Federation Piloti of the Ports (Fedepiloti), Francesco Bandiera - it has emphasized that with the new norm an important goal for our profession is reached ", than affords us to project to us in the third millenium. Evidencing some of the contents of the provision, Fedepiloti has in particular marked, in topic of initial formation of the aspirants pilots, than the norm it previews a period of 12 months in which the aspirants pilots they assist the pilots effectives in the exercise of their professional activity and can only pilot under its responsibility; therefore, twelve months from the nomination passed, are subordinates to a practical test of suitability to the pilotage. For the admission to the practical test of suitability the training must comprise the "Syllabus" and must be integrated from a course of Resource Bridge Management for pilots. To the aspirant pilot whom it will exceed the practical test will be released contextually the definitive licence and the attestation.

The pilots following effectives must have attended the course of training: personal safety and social responsibilities (PSSR); survival and rescue and relative refresher course; first elementary aid; ECDIS (not specific operating level); RADAR; RADAR-ARPA.

Trade associations will have annually to assure the development at least one of the following activities to spin: familiarizzazione of maneuver in other ports and/or on various ships from those that the ports for which the pilot is qualified to operate or training to the simulator near a formation center; seminary of maritime securities: seminary of maritime english; seminary on the stability (intact and damage); seminary on the maneuverability of the ships with detail with regard to the evolutionary effects and to the stability; seminary on safety of navigation and aid in sea; seminary on the norm of field and management of the harbour emergencies.

Moreover, to the aim to verify the maintenance of the professional abilities to the pilots and the update of their acquaintances, the head of the naval district carries out a verification every five years and on the base of the evidence of the frequency of the refresher course, to the pilot who is estimated positively, that is that it exceeds the specific verification, a valid certificate for five years is released.
