Port of Ravenna, Agreement between Guardia di Finanza and AdSP for the monitoring and control of infrastructure interventions
It aims to strengthen the principality of legality and transparency in order to protect the proper use of public resources and, more generally, compliance with the procedures and the executive timelines
February 23, 2022
Today the Port System Authority of the Adriatic Northern Centre and the Guardia di Finanza have signed a memorandum of understanding aimed at implementing a timely flow of information to the Guardia di Finanza, as a force of financial economic policing specialized in the protection of national and union government expenditure, relating to all infrastructure interventions managed by the Port System Authority and subsidized by the Community Investment Programme Next Generation EU through the National Plan of Retake and Resilience and its Fund Complementary of national matrix, so as to strengthen the system for monitoring and supervising the works in progress.
The protocol signed today by the president of the AdSP, Daniele Rossi, and the provincial commander of the Guardia di Finanza in Ravenna, Andrea Mercatili, therefore wants to sharpen the inter-institutional collaboration to strengthen the rule of law and transparency in protection of the proper use of public resources and, more generally, compliance with the procedures and executive timelines. In the overall infrastructure development strategy, in the next few years the port area of Ravenna is intended to greatly increase commercial traffic, especially thanks to an expanded logistics reserved for containers, but also the crucieristic tourist flow and, therefore, the infrastructural works put in place, essential for the implementation of the programme, must be carried out with speediness but also in compliance with the planned attainable quality and in the absolute compliance with the regulatory framework, to protect the resources employed and of the territory concerned, according to stringent constraints linked to the theme of ecological transition and sustainable mobility.
The agreement formalized today provides for periodic communication to the Provincial Command of the Guardia di Finanza by the Port Authority of the Port System of the summary data of all the interventions and related executive projects, specifying the achievable chronoprogram, the entire subsidiary of the enterprises interested in the project (general contractors, contractors, sub-contractors, designers and consultants) and the location of the construction sites. In addition to this information, the Port Port Authority will have a direct channel of operational collaboration with the territorial departments of the Guardia di Finanza to report anomalies or risk elements worthy of analysis and insights. The departments of the Guardia di Finanza will use the information collected to plan the ascertainment and control activity, including, where appropriate, with direct access to the pipeline in operational coordination with other administrative bodies of vigilance, among them Inps and the Territorial Labour Inspectorate with which another specific protocol for collaboration and joint inspection activity is already operational. A particular attention will then be reserved, in close coordination with the local Prefecture, also to the analysis of the owners ' and managerial assays of the various companies interested in the projects to exclude any possible link, including indirect, with criminal companions or the use in the business of venture capital of dubious provenance.
