VYSOTSK, Leningrad Region -- LUKoil, Russia's biggest oil producer, opened a terminal on the Baltic coast Wednesday to cut costs as the company boosts shipments to its network of more than 2,000 U.S. filling stations.
"The terminal has the potential to be expanded. In this project, the interests of business coincide with state interests," Prime Minister Mikhail Fradkov said at an official opening ceremony in this Gulf of Finland town 100 kilometers from St. Petersburg
