Bhubaneswar, Sept 14: The Orissa government today signed a concession agreement with a consortium comprising Orissa Stevedores Ltd (OSL), Sara International Limited and Hong Kong based Noble Group Ltd to develop Gopalpur Port into an all-weather port with an estimated investment of Rs 1,700 crore.

The project had been awarded to the consortium on a 25-year boost (build, operate, own, share and transfer) basis ......
