Today to Rome, near the Chamber of Deputies, the president of the Authority of Regulation of the Transports (ART), Andrea Camanzi, has introduced to the Parliament the first relation anniversary of the new authority stopping itself in its participation on the institution of the new organism of regulation for which - he has remembered - "is intentional two years" and that - has emphasized - it has been "expression of weighted decisions". "On the other hand - Camanzi has explained - the issues of regulation of the transports that attend of being resolved are numerous and urgent; many are the communitarian censorships and the procedures of infraction; notes the waits of the European Union. Memory, last, that included between the Recommendations of the Council on the National Program of Reform of Italy for the current year, "to guarantee the ready and full operativity of the Authority of regulation of the transports within september 2014". The reason of this recommendation is that, second the EU, the Authority contributes to define the reform of the field of the transports essential for the best one uses of the public resources employees and a more intense contribution of the same one to the increase of the productivity of the Italian economic system. The Authority has collected these challenges. It is necessary now - it has found - that it is put in condition operatively for accelerating the mass of its operating ability. On the constitution of the Authority a great political capital is invested; the moment to impoverish it is not sure. For its part, the Authority perceives the sense of urgency and the responsibility of having to accelerate the distribution of its first dividend as good measures of regulation".

Stopping itself on the regulation deficits to overwhelm in the various modalities of transport, Camanzi it has evidenced that "in the fields in which, as in the case of the rail shipment, integrated dominant enterprises operate vertically, it is essential that the management of the infrastructure is separated by the supply of the services. Various - it has specified - not there are incentives to saturate the ability available, neither adapted guarantees of a fair and not discriminatory access to same infrastructures".

Camanzi has moreover illustrated the four strategic objectives persecuted initially by the Authority of Regulation of the Transports. "First - it has explained - it has been that of the speed.
