the active EMSA system THETIS-MRV for the monitoring, the communication and the verification of the emissions of co2 of the ships



The European Agency for Marine Safety (EMSA) has activated system THETIS-MRV for the monitoring, communication and verification of the produced emissions of co2 from the ships, initiative - it has explained the EMSA - that is before numerous programmed actions from the European Union in order to include the field of the marine transports in communitarian politics in order to reduce the gas emissions to greenhouse effect.

The system is managed in order to allow with the companies of navigation the whose ships scale the ports of the EU to communicate the carbon dioxide emissions of the units of their fleets, communications that will become obligatory on April 29, 2015 next 1° established January as from European regulations 2015/757 on the monitoring, the communication and the verification (MRV) of the emissions of co2 generated by the marine transport ( on 17 December 2014).

The collected data will be returned publics and updated every year. Using such information the EU commission it will publish, among other things, given to aggregates anniversaries for ship that will include the emission, fuel burnup of co2 and the indicator of medium energy efficiency.

The EMSA has remembered that the Head office for the Action for climate (CLIM) of the EU commission has assigned to the Agency the task to develop a reliable system for the monitoring and the data communication verified on the emissions of co2, the annual fuel consumption and other parameters of energy efficiency and that in March the 2016 two parts have undersigned a four-year agreement of cooperation in order to define services to contained prices based on it I use of existing infrastructures and organizational models. On such bases the EMSA, extending the possibilities of informative system THETIS, has planned the system of monitoring, communication and verification THETIS-MRV.

The EMSA has remembered moreover that, in order to maximize the impact of the regulations and to reduce lessened the administrative burden at the expense of the navigation companies and of the operators, the norms are only applied to the ships of advanced tonnage to 5.000 tons, that they constitute about 55% of the ships that scale the ports of the EU and that however they represent about 90% of the total quota the emissions produced from the ships that they land to the harbour ports of call of the European Union.
