
"After years of announcements, the process has finally started
for the amendment of Law 84/94 on the Authorities
of the Port System. In reality, more than a real
organic reform, it is a series of interventions aimed at
especially to the construction of infrastructure works".
This was stated by Pasquale Russo, president of Conftrasporto and
vice-president of Confcommercio, commenting on the bill
on port governance in the light of the analysis carried out by the Council
of Conftrasporti, a reality of the system
Confcommercio, which brings together the main transport operators and
of logistics.
"The Conftrasporto council - explained Russo - has taken
act that the bill revolves around the company to be established
Ports of Italy Spa. While sharing the objective of strengthening the
strategic coordination of the port system,
operational, financial and regulatory coherence criticalities, a
starting from the profiles of a constitutional nature, which risk
frustrate the government's effort, which moreover started a few months ago
from the end of the legislature".
"They raise perplexity - continued the president
of Conftrasporto - the choice of the corporate form of the Spa for
exercise governance functions and carry out the works, the
envisaged financial instruments and the assigned operating scope
to the new company, which risks overlapping with the
competences already exercised, for example, by the Authorities
of the Port System, by the MIT and by the Art, with the consequent increase
of the charges borne by companies. Added to this is the
failure to comply with the concurrent competence of the Regions in
port matters".
We hope - concluded Russo - that as early as the next few
parliamentary hearings there is a willingness to listen
the requests of the operators and to make the necessary corrections to the
proposed text", concludes Russo.
