Santos, 09/04/00 - Santos, São Paulo's main port and the biggest in Latin America, does not operate efficiently. Port authority president Wagner Rossi blamed the inefficiency on bad management from 1997, when decisions were made to make terminals more specialized, resulting in a 25% reduction in the port's capacity.
