Saudi Oil Minister Hints OPEC May Feel Compelled to Raise Output

TOKYO, Feb. 16 -- Saudi Arabia, the world's largest oil producer, signaled that prices have climbed too high and may need to fall to ensure stable growth in the world's economies.
