Oil Price Falls Nearly Enough for OPEC to Cut Production

CARACAS, Venezuela, April 10 -- Less than two weeks after OPEC agreed to increase production to bring down the cost of oil, prices have fallen abruptly and are near the level at which the cartel had agreed it would then cut back its output.
