A final agreement for work on the high-speed cargo vessels could come in the first quarter of next year.

FastShip Inc., of Philadelphia, has signed a preliminary agreement to have its first four high-speed cargo ships built at the Kvaerner Philadelphia Shipyard, a top port official said yesterday.
