Money will finance oil spill clean-ups, pay for damage to environment

PHILIPPINE lawmakers angry over the release of the Neptune Orient Lines-owned NOL Schedar are planning to pass a law requiring all oil tankers passing through Philippine waters to pay a fee which will go to the creation of an "environmental guarantee fund".
