IMO deadlock on black boxes for ships

IMO's Maritime Safety Committee was unable to reach a final decision on requiring vessels to be fitted with voyage recorders and transponders. Disagreement centres on what types of vessels should be fitted with "black boxes" and whether existing ships should be required to be equipped with the devices.
