Delwaide lors de ladite conférence, rien que la région de la mer du Nord compte plusieurs milliers de kilomètres de côtes, les principaux centre de croissance économique et industrielle sont à des distance de moins de 400 km des ports, 70% d'entre eux étant à mois de 200 km de la mer. On peut donc comprendre cette volonté européenne de développer le short sea shipping (SSS).
