Why Japan's steel makers are focusing on a flat market

Nippon Steel, Japan's top steel maker, last week announced a technological alliance with France's Usinor, the world's third largest steel maker, to jointly develop steel sheets for global car makers. This was followed by NKK's announcement that it was in similar negotiations with Germany's ThyssenKrupp.
