The Jawaharlal Nehru Port Trust (JNPT) has invited tenders for the construction of a third container terminal on BOT basis. This has generated a lot of controversy among the officials of the Ministry of Shipping, shipping agents, exporters/importers and the Western India Shippers' Association (WISA). The users are opposed to short-listing of shipping lines which have bid for the terminal on the ground that this would result in a monopoly of few lines and they may use the terminal as a dedicated one.
The President of all India Port & Dock Workers' Federation, Mr S.R. Kulkarni, commenting on the controversy, has said that in the entire transportation chain of port handling costs is actually an insignificant part of the total cost of transportation.
