HALIFAX (CP) - While the crew of a Japanese container ship struggled to douse a fire aboard their huge vessel, civilian and military officials in Halifax debated over who should help them, says a newly released safety report.
The investigation into the fire aboard the MV Kitano in March 2001, conducted by the Transportation Safety Board of Canada, also revealed the port's firefighters lacked the equipment and training required to fight a shipboard fire inside the city's huge harbour
