The Ministry says there is no clear provision in the Shipping Act prohibiting the hiring of foreign officers by Indian flag vessels. The Act does not prohibit this in specific terms. At the same time, there is no provision in the Act on the hiring of foreign officers either, a Ministry official stated ......
